Proposed force structure realignments to affect wing

Late last week the U.S. Air Force proposed force structure realignments for Fiscal Year 2010, which includes changes to 419th Fighter Wing manpower authorizations.

The proposed force structure realignment supports the FY10 President's Budget request and is aimed at making more efficient use of resources while providing savings to the American taxpayer over the long term.

The Air Force has recommended a decrease of 46 traditional reservists and 10 Air Reserve Technicians in the 419th FW.

"At present, we don't know exactly which 419th FW positions are slated for downsizing," said Col. Walter "Buck" Sams, 419th FW commander. "I'd like to stress that as of today, no 419th FW personnel have lost their jobs."

If decreases are finalized and programmed, the wing would likely satisfy the requirement to downsize through restructuring at the squadron/unit level. This would likely be spread over many months and accomplished through normal attrition, he said.

The Air Force also proposed changes at 31 other Air Force Reserve Command locations, and said some of the numbers are likely to change as they continue to be refined.

Unrelated to the FY10 force structure realignment, the Air Force Reserve's end strength will grow from 67,400 to 69,500. This increase in manpower authorizations in FY10 represents approximately 2,100 Airmen for emerging mission areas such as cyber, intelligence, surveillance and reconnaissance, unmanned aerial systems and the nuclear enterprise.

Other force structure realignment impacts on Hill Air Force Base include the following:

Ogden Air Logistics Center - The center has an increase of four civilian positions for program management functions.

75th Air Base Wing - The wing has an increase of one military position as a result of robusting the Air Force's Nuclear Enterprise. Contractor to civilian conversions in accordance with the 2008 National Defense Authorization Act resulted in an increase of two civilian positions. The 75th Civil Engineer Group has an increase of nine civilian positions as a result of depot actions. The 75th Communications Squadron has an increase of one civilian position as a result of Combat Air Forces restructuring.

388th Fighter Wing - The wing has a decrease of two military positions as a result of Combat Air Forces restructuring. The wing has an increase of 45 military positions as a result of increasing manning for aircraft maintenance. The wing has a decrease of 660 military positions associated with the reduction of F-16s as part of the restructure plan. Also, the 34th Fighter Squadron loses 24 F-16 primary aircraft authorizations as a result of the FY10 Fighter Force Restructure Plan.
